PLAN COMMISSION MEETING AGENDA

The meeting was standing room only, with over 60 citizens attending.

  Eleven residents spoke to the rezoning along County Highway B for possible data center use. 

Two citizens asked several questions regarding the rezoning of Alliance Church's property.

Alliance Church was represented to speak in favor of the rezoning of the church to become a day care center.

Adam Acoola discussed that Menomonie is being passed over for industrial projects because many requests are  for large tracts of land. It is about making Menomonie competitive for the next project. 

The comment portion of the meeting lasted 45 minutes. 

    4. New Business

      A. Consider recommendation regarding temporary zoning of Agriculture (A) District for the proposed annexation of certain lands along County Highway B between 650th Avenue (also known as Eagle Point Road) and 690th Avenue from the Town of Red Cedar.

 

The recommendation was approved by voice vote. 

      B . Consider recommendation regarding proposed rezoning of certain lands along County Highway B between 650th Avenue (also known as Eagle Point Road) and 690th Avenue from Agriculture (A) to Restricted Industrial (I-1) District.

The motion passed by voice vote. The committee took a short break to allow the people who were here only for the County B proposal to leave. 

      C. Consider recommendation regarding proposed rezoning of certain lands along 21st Avenue Northeast and 7th Avenue Northeast (Menomonie Alliance Church) from Single Family Residential (R-1) to Local Commercial (B-2) District.

There was quite a lot of discussion on balancing the need for childcare with the long-term consequences of rezoning this property since it is close to being spot zoning, even though it is a daycare center and will be run by a nonprofit. It is in the middle of a residential area. A daycare center cannot be allowed as a conditional-use permit.

The rules were suspended to allow a representative from the daycare center to speak on the use of the building. The initial use of the facility will be to provide after-school daycare. Eventually, the space will be licensed and will be able to do summer camp.

The proposal passed by voice vote with two no votes. 

      D. Consider approval of Doug Kettner’s Proposed Certified Survey Map on August Lane.

This property has been considered in 2023. A house hs now been built on the property and the proposal is to combine two of the lots on the property. The map was approved by voice vote with one no vote. 

      E. Consider approval of Eric & Jaclyn Peissig’s Proposed Certified Survey Map on Eagle Point Drive.

This is a proposal to merge two lots. The map was approved by voice vote.
