a. Amending Title 14, Chapter 4 to adjust minimum lot sizes for unsewered lots created or modified on or after January 1, 2024 to one (1) acre – discussion and possible waiver of second reading.

The second reading was waived and will come back  to the city council at the next meeting. 

6. New Business

a. Proposed deer hunt on City-owned lands – discussion and possible motion approving

Staff has recommended approving this hunt contingent on approval by the city for environmental issues, primarily to make sure there are no conflicts with waste management or use of the shooting range. This will be for the single police officer to bow hunt on the property. The motion passed with one voting no. 

b. Proposed City Hall real estate listing 1-year contract with The Ellefson Group – discussion and possible motion approving.

The renewal was approved unanimously and will end September 30, 2024.

c. Proposal to order 2025 model squad cars in 2023 for the Menomonie Police Department – discussion and possible motion approving.

It is necessary to order the cars at this time for delivery and payment in 2024. Last year it was difficult to order squads due to a shortage of vehicles. There will need to be a purchase order at an unknown price. These will need to be ordered on Oct. 16. to avoid waiting for 2026 models. 

The motion was approved unanimously. 

d. Stepping Stones Appliance Contract – discussion and possible motion approving.

Since the city is the grant holder for the new Stepping Stones building, the city will need to approve purchase of the appliances for the new housing. There was only one bid for the appliances, from Denny's Appliances. The council approved unanimously. 

7. Budget Transfers

A transfer of funds to purchase more water heaters. Also an increase in costs for archiving emails with Google. 

There was also a need to purchase new pagers for the fire department.

The water department needs a new spectrophotometer to replace one that is no longer working. 

All of the budget transfers were approved unanimously. 

8. Mayor’s Report

191 residents participated in the clean sweep event.

The homecoming parade and concert were very heavily attended. The mayor believes there were at least 4000 people at the Chris Kroeze concert. 

The mayor made a proclamation for White Cane Safety Day  - it is contained in the meeting packet. 

The city budget will be presented at the October 16 council meeting. There may be more hearings as part of the budget process. 

The rest of Heller Road will be paved tomorrow and the trail will be done next week.

The issues with the Union Pacific crossings were brought up. The Wagner Street and B crossings have been a serious issue and the DOT is attending to it.

The revised claims list was approved unanimously as presented.

The licenses were approved unanimously -- they are listed in the board packet.
