NOTICE OF PUBLIC MEETING

 

In accordance with the provisions of Section 19.84, Wisconsin Statutes, notice is hereby given that a public meeting of the Dunn County Planning, Resource, and Development Committee will be held on Wednesday, July 17, 2024 at 8:30am in Room 54 at the Dunn County Government Center, 3001 US HWY 12 East, Menomonie, Wisconsin. The building entrance for meetings is on the lower level of the Government Center and will be open 30 minutes ahead of the meeting start time. Items of business to be discussed or acted upon at this meeting are listed below. Minutes were approved with one correction - Berrier was marked as absent but was excused.

Staff Reports:

Register of Deeds monthly report

Environmental Services monthly department reports

Reports were presented. Reports are in the meeting packet. The board of adjustments is currently missing three members, but attempts are being made to find new members. 

The private well-monitoring program is proceeding again. 

Items placed at the request of the Chairperson:

Review standards for Accessory Dwelling Units (ADUs)

The ADU rule is proceeding forward though there has been some public concern with it. There was some discussion of the issue of having special exceptions that would require township approval, and the additional costs to landowners for that process ($800 permit fee). The permit fee imay go up in the future due to increased costs. The approval process for an ADU is very similar to the permitting for the original building, but has a few more special restrictions. 

Two County Board members raised their concerns about the towns needing more input into permitted ADU's and asking to have a special use permit. Further discussion ensued to make a clearer viewpoint to present to the County Board at their next meeting. 

Discuss the agreement between Dunn County and WCWRPC for update to the Comprehensive Plan

Some changes have been made to the agreement, including requesting a GIS Shapefile and some additions on Farmland Preservation. 

 

Consideration of Actions to be taken by the Planning, Resource, and Development Committee:

 

2025 Legislative Agenda

There was a lengthy presentation on the legislative agenda regarding land use. These items are in the meeting packet. There was also a discussion of how the Supreme Court overturning of the Chevron doctrine will affect rule-making in Wiisconsin. The board approved the legislative agenda.
