Board President Solberg conducted  the meeting, replacing the mayor (who was attending). 


   1. Roll Call

Kim Gerth was recognized for her years of service in the inspections department. She is retiring from the city. 
   2. Approval of Minutes

The minutes were approved by voice vote.
   3. Public Comments

There were no public comments. 


   4. New Business
      a. WisDOT State Municipal Financial Agreement for USH 12 Red Cedar River Bridge Joint Project
– discussion and possible action

The agreement requires that the city cover 25% of the design expenses for  the project. The state will cover the rest of the expenses. The city's share will be $35,000 out of a total cost of $490,000. Details are available in the attached packet. This is for joint replacement on the bridge. This will be covered in the 2026 budget. This will affect only the northbound bridge. 

The agreement was approved unanimously by roll call vote. 

 

     b. Proposed Resolution 2025-11, Regarding Sewer Utility 2024 Compliance Maintenance Annual Report – discussion and possible action.

The utility received a 3.81 score out of 4. The report is in the attached packet. There were several months when the effluent did not meet standards for various reasons. Changes at ConAgra are underway that should help lower the phosphorus level in the effluent.  Although the city has sometimes failed to meet the phosphorus standard, the level of phosphorus in the effluent is lower than that in the Red Cedar. 

After some discussion of the problems with efflluent from ConAgra and 3M the council accepted the report by voice vote. 

 

   6. Mayor’s Report

There was no mayor's report.
   7. Communications and Miscellaneous Business

The city is working on an easy application process and a new system process for small TID projects. 

There are no set state programs to help with issues such as the recent fire downtown, but the city is looking at other options to help, particularly if the building will be rebuilt in the TID district.

Wakanda water park will open Saturday

The Phelan Park playground project continues. There will be a grand opening on June 19 if things go according to schedule.

The new boat dock is receiving good comments and there may possibly be plans to make it handicapped accessible in conjunction with UW-Stout.

 

   8. Claims

The claims list was approved by roll call vote.


   9. Licenses
      a. Normal License list – discussion and possible action.
      b. 2025-2026 License Renewal list – discussion and possible action.

There is a very long list of licenses to be renewed. They are listed in the meeting packet. Abby Pub and Grub withdrew their application as the business is being sold to a new owner. 

The license list was approved by voice vote. 


   10. Adjourn 

The meeting was adjourned at 7:48 PM.
