There will be two city council meetings tonight - the first will be a special meeting to review agencies receiving funding from the cites, followed by the normal city council meeting.

The attached meeting packet contains funding requests. The purpose of this meeting is to survey these requests from community groups. This meeting provided a very good overview of what these non-profit organizations are doing to make Menomonie a better place to live

2. Approval of Minutes 

3. Public Hearings 

   a. Public Hearing regarding proposed Ordinance 2024-15, an Ordinance Repealing Section 10- 3-1-C of the City Code to eliminate protests against zoning amendments. 

Nobody spoke in the public hearing. This item brings the city ordinance in line with State law. 

4. Public Comments 

Liz Usburne spoke in support of funding replacement trees in the city budget. 

Another speaker supported Habitat for Humanity funding.

5. Unfinished Business 

   a. Proposed Ordinance 2024-15, an Ordinance Repealing Section 10-3-1-C of the City Code to eliminate protests against zoning amendments – discussion, possible waiver of the first reading, possible waiver of the second reading, and possible adoption. 

This ordinance has been passed through the planning committee and is back for vote. The first and second readings were waived and the council passed the ordinance with a voice vote.

6. New Business 

a. Award Phelan Park Playground Equipment Contract – discussion and possible action. This bid was taken to the kids in the schools, who voted on which of the playgrounds would be the most fun. The proposal from Northland Recreation is recommended for acceptance. This purchase will come from leftover ARPA funding. This playground would be completed by July 4. The  contract was approved by roll call vote unanimously.

   b. Award Christmas Miracle Shed Contract – discussion and possible action Last year the Christmas Miracle space was rented for one dollar with the city building a shed as part of the contract. Last year's weather made this impossible (there was no skating rink). Staff recommends that they reject all bids because the only responsive bids were over the budget amount. The city will erect the shed with its own staff. The bids were rejected by voice vote.

   c. Proposed Offer to Purchase from Habitat for Humanity for Lots 5 & 6 of CSM 4925 on Brickyard Road – discussion and possible action. Three lot purchases were approved last year but two of these sales were not completed on time. These lots are at the end of Brickyard Road. A house was completed on lots 1 and 2. This will extend the offers on these lots to Habitat for Humanity. This offer was approved by voice vote.

   d. Proposed Offer to Purchase from Habitat for Humanity for Lots 3 & 4 of CSM 4923 on Brickyard Road – discussion and possible action. This purchase was also approved by voice vote.

   e. Proposed 2025 Dunn County Humane Society Contract – Discussion and possible action. Action on this item has been postponed until the next meeting to determine the total cost as compared to the 2024 budget item.

   f. Review of 2025 Budget – discussion only (no action). This was a general discussion - the actual movement of this will happen at the next two council meetings.

7. Budget Transfers One budget transfer was for the purchase of a UTV by the police department with a combination of a budget transfer and ARRPA funds. The transfer was approved by a  roll call vote.

Another budget transfer is for a giant chair to be used for promotion of the Wakanda Waterpark.  It was approved by roll-call vote,

8. Mayor’s Report 

 Curbside pickup is going on for the next three Mondays.

9. Communications and Miscellaneous Business 

Early in-person voting will start tomorrow at the city clerk office. More BadgerBooks have been purchased to speed up voting. 

All of the polling locations will be at the same place. However some of the districts have moved. Voters should go to https://myvote.wi.gov for polling places.

The pipe survey has been completed but there are still over 3000 that need responses so there will be an additional mailing requesting information. So far they have not found any lead water laterals. 

The High School Football team will be playing in the first playoff game on Saturday in Madison.

   a. Next meeting date WEDNESDAY, November 6, 2024 at 7:00 pm  

   b. Following meeting date WEDNESDAY, November 20, 2024 at 7:00 pm This will be the final budget hearing - it is being moved to allow the budget to be finalized after the budget items are received from the state.

10. Claims 

The regular claims list was approved.

11. Licenses 

   a. Application for Class “A” Beer License from 314 Gas, Inc. (2020 Broadway Street South). Approved by voice vote. These are both due to a change of ownership for the current gas stationl.

   b. Application for “Class A” Liquor (Cider Only) from 314 Gas, Inc. (2020 Broadway Street South). Approved by voice vote.

   c. Normal license list – discussion and possible action. 

12. Closed 

   a. Motion to convene in closed session under Wisconsin Statues 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. 

   i. Discuss/consider potential Land Sale and Price on 59th Street NE. 

13. Return to Open Session 

a. Motion to reconvene in open session under Wisconsin Statutes 19.85(2). 

b. City may take action on items under discussion in closed session and/or report action taken in closed session, if any. 

   i. Discuss/consider potential Land Sale and Price on 59th Street NE.

Thank you Steve for your thorough reporting on what goes on at city council. If someone would take the time to read the requests for subsidies from the city for 2025, a lot could be learned about many organizations serving our community.
