B. Approve Adoption of 2022-2023 Budget

 There was a discussion of the fact that the budget will have a 2 million dollar deficit being filled by one-time  ESSER COVID funding - which will cause budget difficulties going forward after this year with the current level of state revenue sharing.

The budget was passed  9-0.

C. Approve Certification of 2022-2023 Tax Levy

Passed 9-0.

D. Approve 2023 Health Insurance Renewal

The current policy works through Medica as a third-party administrator - the district self-funds on health care with reinsurance to cover very large claims. The district has not raised rates for 6 years, but is now faced with a "perfect storm" of very high claims, and the general increase in health care costs. The plan was put out for bid but Medica was the only bid received and the other providers said they could not provide a competitive bid. The district is currently paying out much more than the money coming in. The consultants have made recommendations. The board is voting on taking option 3 from the consultants, which involves increasing deductibles, increasing rates, and lowering some of the rarely-used benefits. The district will also increase the level of reinsurance. Staff within the district has had varying responses about what the best choice was among the options. 

The board voted 9-0 to approve option 3
