NOTICE OF A REGULAR MEETING OF THE BOARD OF EDUCATION ADMINISTRATIVE SERVICE CENTER

As more districts pass referenda our share of the state aid will drop because we have lowered our expenditures.

This is a standing agenda item for the first regular board meeting of each month.

 

Recommendations for Regular Board Meeting on November 11, 2024:

 

A.  Action to Approve the Consent Agenda, as presented:

 

1.  Minutes - That the board approves the following minutes, as presented:

            a) Regular Board Meeting Minutes of October 14, 2024; and

            b) Special Board Meeting Minutes of October 28, 2024;

 

2.  Financial Reports - That the board approves general fund checks in the amount of $2,261,684.31 and cash receipts in the amount of $126,215.29 for October 2024, as presented. 

 

3.  Donations - That the board approves donations exceeding $1,000 for the month of October 2024, as presented: None at time of publication. - The consent agenda was passed unanimously.

  2. DISCUSSION ITEMS/POLICY REVIEW
    1. Discuss 2025-26 Calendar -an initial draft of the calendar was presented to the board and will be considered at the December meeting. 
    2. Discuss New Course Proposals for 2025-26 - One change will be a course to produce a quarterly student-written publication called Mustang Messenger. English III and IV courses will be re-named. Some elective courses will be changed to count toward graduation requirements, increasing flexibility for students. 
    3. Revisons to Policy 343.46, Early College Credit Program (First Reading) Some changes are being made to clarify the definition of "student in good standing". 
    4. Review Revisions to Rule 343.45, Procedures for Handling Course Applications Through the Technical College Course Program (Start College Now Program) The changes to this policy are very similar to item c but apply to technical colleges rather than colleges and universities. 
    5. Annual Free & Reduced Meals Eligibility Report - Over 40% of our students qualify for free or reduced lunch. 
    6. Set Date for Mid-Year Budget Hearing -  5 PM Jan 13, 2025 is the proposed date. 
    7. Discuss 2025-26 Budget Plan & Timeline - A timeline has been proposed which is very similar to previous years. 
    8. Discuss Policies and Rules for Public Participation at Board Meetings - There is a suggestion from board member Riddle-Swanson to limit public participation to items that are on the agenda. The public participation form would require saying which agenda item they are addressing. The board will attempt to have feedback from other school boards and the School Board Association. They are also considering putting public comments on a hiatus until after the WASB conference where they will be able to have discussions with other schools and legal counsel. This would require approving change of the board policy before suspending the discussions. It is unlikely  that a policy change as such will take place this calendar year. 
    9. Discuss Policies and Rules for the Selection, Evaluation, and Reconsideration of Educational Materials A proposal is being considered to not allow a book to come in through the Reconsideration Committee if it has already been approved through a reconsideration. This would probably be for a period of 3-5 years. The current policy is for one year. This will come back in the December meeting. 
    10. Discuss Plan for Board Visits to School Sites - there have been some scheduling difficulties. In the past these meetings were incorporated into the normal board meetings, which will be scheduled at the different school sites. 
    11. Set Date for a Board Retreat to Review Results of WASB Board Development Survey - it will be held at 5PM on Dec. 16.
