a. Proposed Ordinance 2024-11, an Ordinance Repealing and Recreating Title 6, Chapter 1, Section 12 All-Terrain and Utility Terrain Vehicle Usage – discussion and possible waiver of the second reading.
The ordinance currently says it goes into effect on September 1, but it will be changed to start October 1 because it requires installation of 157 signs and it could not be done in the original time frame. At earliesy this could be passed at the August 5 meeting. The map and other info is in the attached meeting packet. The second reading was waived.
b. Proposed selection of engineering firm for Well #9 and Water Treatment Plant #9 Project– discussion and possible action.
MSA Professionals will be chosen for the design. The estimated total cost is $11 million and 6 million in operational costs. The points awarded to each firm and the process are described in the meeting packet. The selection of MSA was approved unanimously.
New Business
Proposed rejection of all bids for the Bongey Drive Resurfacing Project – discussion and possible action.
Both of the bids received exceed the budget money available and the board will reject both bids and there will be an attempt to re-do the plan to be done at a lower cost. The bids were rejected by voice vote.
Possible Traffic Pattern Changes on Main Street East between 3rd Street East and 4th Street East – discussion (No Action).
The maps for the proposed changes are in the council packet. The proposal is to make part of Main St. not be part of state highway 29, which would allow the city more flexibility. Highway 29 would move from Main St. to 6th Avenue. There are several options for these changes and there will be input from the public on what is most appropriate. This would probably take place in 2030.
Budget Transfers
There is a request to purchase another computer to do video editing. It is a $2500 transfer from a video maintenance contract budget line. Passed unanimously.
Mayor’s Report
The mayor commended the Ludington Guard Band and music over Menomonin. He also reminded people that Let's Paint The Town is Saturday.
