Public Comments

Becca Schoenburn from Downtown Menomonie spoke in support of the changes to the permit for Music on Menomonie this week. 

 

Unfinished Business

  1. Proposed Ordinance 2024-11, an Ordinance Repealing and Recreating Title 6, Chapter 1, Section 12 All-Terrain and Utility Terrain Vehicle Usage – discussion and possible adoption. 

    Note that the city has received two letters from organizations representing ATV manufacturers opposing the passage of this ordinance for safety reasons. The letters are in the attached packet. 

    A motion was made to adopt. Some discussion occurred in regard to the letters the council had received and the data from the Consumer Product Safety Commission on the safety of using AtV's on the streets. There is an intention to revisit this ordinance in 12 months and to track ordinance violations and accidents. The police department will change their categorization of violations and accidents if this ordinance passes. 

    Questions were raised in regard to OWI enforcement - the enforcement for drinking and driving will be identical to automobiles. 

    A roll call vote was taken - Erdman and McCullough voted no -- other members voted yes and the ordinance passed. 

     

     

     

New Business

Proposed lease agreement with UW-Stout for use of the Leisure Services Center – discussion and possible action.

A renovation is being done of Harvey Hall, and this is to use part of the Leisure Services Center as a temporary home for the Child and Fammily Study Program. . Stout will make improvements to the property by adding a playground area. The lease is for three rooms in the building that are separated by accordion movable walls. One of them is currently used for arts and crafts which will move to another part of the building. The lease will start on July 1 so it will not affect placement of polls for the 2024 elections. 

The lease was approved by voice vote. 

 

 

 

Award Fire Department Staffing Study to Public Administration Associates – discussion and possible action

The staffing study will determine staffing needs for the Fire Department. This will be a plan for the next 5-15 years. This will be funded by ARPA funding. The contract was passed unanimously.

Award Police Department Space Needs Study to BKV Group – discussion and possible action

The study will determine the need for space for the police department in the future. Much of the police office space has been in flux as the department's needs have changed. Currently, the department space is cramped. The bid was passed.

Award Bongey Drive Resurfacing Project - discussion and possible action

This project will resurface a 24-year-old section of pavement.. The contract was awarded to Monarch Paving contingent on proof of bonding and insurance by unanimous vote.

DATCP Grant for 2025 Clean Sweep Hazardous Waste Collection Event – discussion and possible action

This is a grant for another clean sweep event with the townships of Menomonie and Red Cedar. This grant is for the 2025 cycle. The materials are removed by Veolia Environmental Services. The grant was accepted unanimously by the council.

Special Event Permits – discussion and possible action:

 

Downtown Menomonie Music on Main on August 9, 2024 (amended).

UW-Stout Homecoming Parade on October 26, 2024.

Both of the permits were accepted contingent on proof of insurance.

Budget Transfers

A small budget transfer was approved to attend a conference for the new enterprise software system that will go into place in September. 

Mayor’s Report

 

Communications and Miscellaneous Business

There was a discussion of the 150-year celebration at the Public Library. There will be poster sessions for the Lakes REU project (it is in the community calendar). 

The first council meeting in September will likely take place on a different day due to the holiday.

The Menomin Meander will take place on Saturday at the Fairgrounds. 

The National Night Out is tomorrow. 

The new ADU changes to the comprehensive plan were mentioned. The city is considering changes to the zoning ordinances for this change. 

BB is now open for traffic.

Claims

The amended claims list was approved unanimously.

Licenses

  1. Normal license list – discussion and possible action.

The license list was approved.
