The city council this week will hold two meetings - the first at 5:30 PM to review the 2024-2025 operational budget, and the second bing the normal city council meeting. Comments in this meeting were limited to the items for city subsidies.
Many representatives from local subsidized organizations spoke in favor of maintaining city subsidies.
A motion was made to adopt all of the subsidy requests as presented for a total of $245,000 and to carry that amount into the next meeting for consideration.
The subsidies were approved unanimously.

A. Review of 2024 General Operating Budget including those agencies receiving other financial assistance - discussion and possible motions amending
The discussion of this is available in the upcoming video. Tonight is a discussion of the budget items - the budget will be brought back for the November 20 meeting to be approved.
State revenue shares increased by $700,000 this year.
The budget includes putting in a Deputy Clerk position to have a genuine employee rather than having a part time temporary employee. There are also increased expenses for elections because this will be a presidential election.

Proposed Ordinance Annexing a 19.62 acre parcel owned by Harmony Parks, LLC adjacent to Eagle Point Road from the Town of Red Cedar and establishing a temporary Agriculture zoning – Discussion, possible introduction, possible waiver of first reading, possible waiver of second reading and possible adoption
This was approved for temporary Ag zoning by the planning commission and could be reviewed for a permanent zoning change as outlined in 6a below. This property is East of Cardinal Glass and is currently in the Town of Red Cedar.
The first reading was waived. The second reading was waived. The annexation was approved unanimously by roll call vote.
6. New Business
a. Proposed Zoning Ordinance Amendment for a 19.62 acre parcel owned by Harmony Parks, LLC adjacent to Eagle Point Road from Agriculture (A) District to General Industrial (I-3) District – Discussion, possible introduction and possible referral to Plan Commission
The zoning change will be referred to the planning commission.
b. Review of 2024 General Fund Budget, Debt Service Budget, Subsidy Requests and Capital Improvement Plan – discussion and possible action
The budget was reviewed and will be taken back up in the November 20 meeting.
c. Renaming Lookout Road between Schneider Avenue & US Hwy 12 to Hoffman Street – Discussion and possible action
This was approved by voice vote.
d. Proposed 2024 Animal Services Contract with the Dunn County Humane Society – discussion and possible action
The contract was approved unanimously
e. Stepping Stones Change Order #5 Reception Desk - discussion and possible action
This was approved unanimously by roll call vote.
f. Stepping Stones Change Order #6 Shower, Electrical and Site Items – discussion and possible action
The second change order was also approved unanimously by roll call vote.
g. Appointments to the Tourism Commission – discussion and possible action i. Kat Wagner ii. Barbara Chen
The appointments were approved by voice vote.
h. Request to write off uncollectible NSF accounts payable and payroll checks, 2021 & 2022 uncollectible invoices, and 2022 personal property – discussion and possible action

There has been a discussion of the outdated software system for the city financial management. The current system is often unavailable which is causing serious problems. Jamie Schindler, the interim comptroller/treasurer, outlined the problems and the current search for a replacement system.

Estover Terrace is nearing completion
Stokke Parkway is coming along but some things are being left over until the spring.
