- Proposed Ordinance 2024-11, an Ordinance Repealing and Recreating Title 6, Chapter 1, Section 12 All-Terrain and Utility Terrain Vehicle Usage – discussion, possible introduction, and possible waiver of the first reading.
The DOT has reviewed the ordinance and they have no concerns. The signage plan is not completely finished but will include 157 signs - the cost of the signs will likely be covered by the ATV club. The ordinance is in the council packet attached. There are roughly 8000 ATV's registered in Dunn County.
The first reading was waived by the council. The ordinance will be taken back up at the next meeting for a vote. The ordinance would go into effect on September 1.
Request from the Water Utility to sell or dispose of miscellaneous surplus items – discussion and possible action.
This is primarily old water meters and fittings. This was passed by voice vote.
c.Proposed Project Hope Phase 3 Grant Application – discussion and possible action.
The grant proposal is in the council packet. The council voted to send a letter of support by voice vote.
d. Proposed lease agreement with CW Solutions, LLC – discussion and possible action.
This is a lease agreement for an office in the city building. The office is 1122 Square Feet. It is a space that was previously occupied by Cedar Corporation. The lease was approved by voice vote. The company provides assistance to people applying for food share to help people to obtain and keep employment.
e. Proposed appointment of Jay Collins to the Menomonie Public Library Board – discussion and possible action.
Approved by voice vote
f. Proposed Wilson Park Sidewalk Improvement Project – discussion and possible action.
This is a project to replace some uneven paving blocks serving as a sidewalk in Wilson Park. This would make the park more accessible and replace them with actual sidewalks. Details are in the packet. This will be funded through ARPA funding. The project was approved unanimously.
g. Proposed Lakebank Trail and Dock Project – discussion and possible action.
The City of Menomonie tasked Cedar Corporation to investigate placing a trail boardwalk that would initiate from Main St. / Crescent St. and descend to Lake Menomin. The boardwalk would be placed between 5th St. East and 6th St. East. The boardwalk is to be accessible and available to the public. Snow removal is not anticipated for the boardwalk and would be closed during the winter. The slip dock and the path would be the first priority. The cost for the entire project will be approximately 1.3 million dollars. This would be put in the capital improvement plan.
A motion was made to consider it for the capital improvement plan and was approved by voice vote.
h. Special Event – discussion and possible action:
Music on Main
The request was to close 2nd Street for the event. Approved by voice vote.

Mayor’s Report
There are fireworks Saturday night. There are no official July 4 activities.
Communications and Miscellaneous Business
There have been 87 kayak rentals so far. The waterpark has been heavily used. The pickleball courts are also getting a workout.
Work on the dam reinforcement project is continuing. The southbound lane will be closed on occasion and there is a large crane in place at the moment.
Claims
The list of claims was approved unanimously.
Licenses
Normal license list – discussion and possible motion approving.
The list of licenses was approved, including two new mobile food truck licenses.
