2. Approval of Minutes

The minutes were approved by voice vote. 


3. Public Comments


4. New Business
   a. Approve ConAgra Water Main Repair Phase II Engineering Services Agreement with Cedar
Corporation – discussion and possible action.

This is an agreement for engineering services to finish repairing the water main that broke some time ago. The leak was stopped, but the main has not yet been re-connected. The agreement will cost $19,500.  Councilperson Erdman asked how many hours would be associated with this - This involves permitting, construction, and inspection as well as the engineering design. There are details in the meeting packet attached below. 

The agreement was approved unanimously. 


   b. Special Event Requests – discussion and possible action:
      i. Mustang Stampede softball tournament in Wakanda Park on June 13-15, 2025.
      ii. Mabel’s Community Celebration concert on 2nd Street East (Main Street to 6th Avenue) on June 14, 2025.
      iii. Menomin Meander bike ride on the Lake Menomin Loop Trail on August 9, 2025.
      iv. Horseless Carriage Club of America 67th Annual Midwest Tour car show on 2nd Street East (Main Street to 6th Avenue) on September 11, 2025. This is a new event for the city and is a display of antique cars. 

 

All of the events were taken as a single item, and the events were approved unanimously contingent on receipt of insurance certificates. 


    c. Mayoral Appointments to Boards and Commissions – discussion and possible action:
      i. Dave Pellett, Police and Fire Commission (new member) 1 year
      ii. Martha Stratton, Police and Fire Commission (new member) 5 years

The appointments to the Police and Fire Commission were both approved. Mr. Pellett is a former investigator for the police department. Stratton is a former military officer.

Both appointments were approved by voice vote. 
5. Budget Transfers
   a. Water Department Intrafund Budget Transfer for Water Supply Service Area Plan – discussion and possible action.

This is a new DNR requirement to determine if the water supply is sufficient to cover any expansions of use in the city. 

The $8700 transfer was approved unanimously by roll call vote.


6. Mayor’s Report

Leaf pickup starts April 14. 


7. Communications and Miscellaneous Business
   a. Appreciation to outgoing City Councilpersons.
   b. Organizational Council Meeting (with new councilmembers) on Tuesday April 15 at 7pm.
   c. Regular Council Meeting (with new councilmembers) on Monday April 21 at 7pm.

The oath of office can be taken by new council members after the meeting.

The baseball season is starting at Wakanda Park.

The historic preservation commission is looking for another member. Please contact Ryland Erdman.

A question was raised about temporary signs for construction work at homes. There will be more clarification of temporary signs at homes. At the moment they are considered off-premise signs and are not allowed. 

A question was raised about the condition of the city dump and it will need some cleaning up. 

GROWW's housing report was distributed to the council members. 
8. Claims

The claims list was approved unanimously.


9. Licenses
   a. Normal license list – discussion and possible action.

Mustang softball license was approved by voice vote.
