5. New Business
a. Resolution 2025-09, a resolution regarding the National Incident Management System.
This is a renewal that allows the city to participate in some grants. It was passed by voice vote.
b. Resolution 2025-10, a resolution requesting State of Wisconsin funds be allocated for Wisconsin-related passenger rail corridor studies – discussion and possible action.
This resolution urges the governor to invest money to continue to study rail service to the area. This is to fund stage 2 of the rail study. This is for budgeting and actual detailed planning for a route. The resolution was approved by voice vote.
c. Special Event Requests – discussion and possible action:
i. Yoga at Wilson Park, Arrive, LLC, Wilson Park, June 3, June 10, June 17, and June 24,
2025
ii. Popcorn in the Park, Menomonie Area Senior Center, Wilson Park, June 3, June 10,
June 17, June 24, July 1, July 8, July 15, July 22, July 29, and August 5, 2025.
iii. Harvest Dinner, Menomonie Market Food Coop, Wilson Park, September 6, 2025.
The events were approved by voice vote. Item b is in conjunction with the Ludington Guard band concerts.
d. Reminder regarding Open Meeting requirements – discussion only (no action).
The council was reminded of the requirements of the Open Meeting laws, particularly social media and avoiding walking quora. Seee the memo in the attached meeting packet.
e. Mayoral Appointments to Boards and Commissions – discussion and possible action:
i. Board of Review
1. Kyle Behrens (1 year term to April 2026)
ii. Historic Preservation Commission
1. Tim Dotseth (3 year term to April 2028)
2. Melissa Kneeland (3 year term to April 2028)
3. Joshua Kohnke (complete 1-year term to April 2026)
iii. Library Board
1. Laura McCullough (3-year term to June 2028)
All of the appointments were approved by voice vote.
6. Budget Transfers
There were no budget transfers
7. Mayor’s Report
Some trees were removed at Winter Wonderland. The Farmers Market started on Saturday. 500 people attended the fly-in for the victims of the recent plane crash.
8. Communications and Miscellaneous Business
The Fourth of July event is coming back this year with various sports and music activities.
Comments were made about the chaos of the Stoute move-out and the amount of furniture on the curbs, etc. This has improved since some previous years.
There will be construction work on Broadway near Pine Avenue. The traffic islands will be removed. A median will be installed. Left turns will be installed to prevent some left turns. The Pine Avenue construction is nearing the end of phase 1. Access to Wakanda will change but will still be re-routed. The pool filling will start tomorrow.
Work has been going on to restore the restrooms at Point Comfort Park after the vandalism fire. The police continue to investigate the vandalism.
9. Claims
The claims list was approved unanimously by roll call vote.
10. Licenses
a. Normal license list – discussion and possible action.
The normal license list was approved.
b. Premises Amendment for existing Class C Wine License of Hive & Hollow, LLC located at 222 Main Street East for a sidewalk café.
Hive and Hollow would like to have outside seating and to be able to serve wine in that area. The council approved the license change.

Steve is a member of LION Publishers , the Wisconsin Newspaper Association, the Menomonie Area Chamber of Commerce, the Online News Association, and the Local Media Consortium, and is active in Health Dunn Right.
He has been a computer guy most of his life but has published a political blog, a discussion website, and now Eye On Dunn County.
