Menomonie City Council April 15, 2024

Pledge of Allegiance 

1. Roll Call & Special Recognitions 

Penny Burstad was recognized for her service on the city council and committees. 

2. Approval of Minutes 

Minutes were approved with a small correction.

3. Public Hearings 

There were no comments in the public hearing. 

a. Public Hearing regarding Ordinance 2024-05, an Ordinance Amending Title 10, Chapter 1, Warehousing. 

4. Public Comments 

There were not public comments.

5. Unfinished Business 

a. Proposed Ordinance 2024-05, an Ordinance amending Title 10, Chapter 1, Warehousing – discussion, possible waiver of first reading, possible waiver of second reading and possible adoption.

The term "warehousing" was never defined in the original ordinance. Sports warehouses and digital data centers were added as instances of warehouses. The details are in the city council packet attached.  The first and second readings were waived. A motion was made to adopt the changes and were approved by voice vote. 

 6. New Business a. Consideration and possible action on Resolution 2024-11, a “Resolution Creating Tax Incremental District No. 19, Approving its Project Plan and Establishing its boundaries.

TID 15 is downtown Menomonie, and the TID is expiring. This is an overlay of 15, and will  extend the Tax Incremental District. There is a plan to continue the work in the downtown area to do more re-development of properties in a blighted state and to increase activity in the city. There is a list of potential projects in the attached packet - note that these projects will all need to be approved by the city council, but could be funded with the TID money. 

The  resolution was approved unanimously by roll-call vote. 

b. Proposed Wisconsin Task Force Urban Search and Rescue 2024-2025 agreement – discussion and possible action.

This is a continuation of the task force team that the city has been involved in for years. It will involve training in rescue techniques. The training takes place at Volk Field. The city is reimbursed for the training costs.  The council approved the agreement by voice vote. 

 c. Proposed lease agreement with the United Way – discussion and possible action. 

This is a lease in the city building. It can be canceled by either party on 2 months notice and is a one year lease. There is no rent charge but they will be charged for common area costs only. The council approved the agreement.

d. Proposed lease agreement with the Wisconsin Milkweed Alliance, Inc. – discussion and possible action. 

This is an extension of their existing lease through June 30, 2025.  The council approved the lease extension. 

e. Maplewood Eco Cottages Site Plan Amendment – discussion and possible action 

The change is from having two smartflowers on the site rather than three that were initially approved. This was largely due to issues with having to re-sell the excess power to the utility - this would not be at an advantageous rate.  The change was approved by voice vote. 

f. Special Events –– discussion and possible action 

i. St Joseph Church Fall Festival 

ii. Downtown Menomonie Flag Day Ceremony 

iii. Downtown Menomonie Great Community Cookout 

iv. Downtown Menomonie Winter Daze Parade 

The event permits were all approved by voice vote. 

g. Appointments to Various Boards, Committees and Commissions – discussion and possible action 

i. Plan Commission - Mark Kalscheur, Dennis Kropp, Richard Martinson, Steve Cook 

ii. Recreation Advisory Board - Kyle Behrens*, Riley Feddersen*, Linda Bark, Jody Pabich 

iii. Historical Preservation Committee - Sylvia Gengenbach 

iv. Board of Review - Mark Kalscheur and John Sobota 

v. Police & Fire Commission – Robin Sweeny vi. Tourism Board – Jessica Sather, Barbara Bauer-Chen, Grady Richartz, Kat Wagner

The appointments were all approved by one voice vote. The appointments  did not include those to the tourism board, which will some back for review at a later time. 

7. Budget Transfers 

One of the transfers was for a radio relay for police and fire. This repeater would be near the race track area.

8. Mayor’s Report 

The new rental kayaks are in use.

There will be an electronics collection on the 25th at the community services shop for Arbor Day.

The Highway B construction was discussed. The section of B will be closed until approximately June 5. 

Water mains are currently being flushed so there may be some rust and cloudy water. 

Today was a yard waste date but there will be more on the 22nd and 29th. Waste needs to be bundled in biodegradable bags. Sticks should be bundled separately and not with the regular trash collection. 

There was some discussion about expanding ATV and UTV trails including access to downtown. 

9. Communications and Miscellaneous Business

They were approved by roll-call vote. 

11. Licenses 

Mr. Ryland asked if there is a limit to the license for the race track and how late they can serve during the race. They cannot start a race after 10 PM and it is believed that they stop serving at that time. Licenses were approved by voice vote.

12. Closed 

a. Motion to convene in closed session under Wisconsin Statutes 19.85(1)(e), for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. 

i. Discuss/consider proposed financial support of the development of industrial properties for industrial purposes. 

13. Return to Open Session 

a. Motion to reconvene in open session under Wisconsin Statutes 19.85(2). 

b. City may take action on items under discussion in closed session and/or report action taken in closed session, if any.
