Pledge of Allegiance
1. Roll Call & Special Recognitions There were none.
2. Approval of Minutes The minutes were approved.
3. Public Hearings - None
4. Public Comments Sarah Freeman, the owner of Hive and Hollow spoke in support of her liquor license application. A comment was made by a couple living near the airport in regard to the goose hunt.
5. Unfinished Business
a. Traffic Pattern Changes in the 300 Block of Main Street (between 3rd Street East and 4th Street East) – discussion and possible action. The maps are in the attached packet - in 2029 Highway 29 will likely be re-routed onto 6th Avenue and Crescent St. There are multiple proposals as to how the traffic flow would be changed. Option 0 would make no changes. Option 1 would make the section one-way. Option 2 would close the space and make it a pedestrian mall. These changes will not occur until 2030, but the DOT needs to know which option will be implemented because it is planning to resurface Highway 29. Feedback from the public and Downtown Menomonie has been strongly against Option 2.
The mayor spoke out in favor of keeping case 0. The council voted in favor of case 0.
6. New Business
a. Award 1431 Knapp Street Demolition Contract - discussion and possible action. The property has been declared dilapidated and the owner has not made repairs. The staff recommended the bid to demolish from TNR Recycling. The garage would stay and the demolition would only be for the house. The council approved the bid unanimously by roll call vote.
b. Approve 2024 and 2025 Goose Hunt on City Property – discussion and possible action. The geese have been a problem in the city parks and the airport. The hunt would be done by law enforcement officers. The details of the hunt are in the attached council packet. The hunt was approved by voice vote.
c. Update on Executive Director of Economic Development position – discussion only. Adam Accola has been hired for this position. His resume is in the council packet. He started the position two weeks ago.
d. Lead service line inventory survey – discussion only. A survey will be taken of the materials for water service lines - citizens can fill out the survey on their cell phones or do a paper survey. The survey is in the council packet.
e. Proposed Development Agreement with Cedar Corporation for redevelopment at 604 Wilson Avenue in TID #19 – discussion and possible action. This is for the rebuilding of the Cedar Corporation building which collapsed and was razed. The agreement was approved unanimously.
f. Special Event Permits – discussion and possible action: Both of the special events permits were approved.
i. Menomonie High School Homecoming Parade on September 20, 2024.
ii. UW-Stout Soapbox Derby on Wilson Avenue West on October 21, 2024.

8. Mayor’s Report
The mayor brought up the upcoming changes in Wilson Park and the success of the National Night Out. The Ludington Guard Band and Music Over Menomin concerts are finished for the year. The Wakanda Pool is also closed for the season.
9. Communications and Miscellaneous Business
27479 people used the waterpark this season and the pool was only closed three days this year.
The sidewalk improvements at Wilson Park have started. The waterpark improvements will start next week.
a. Next City Council meeting will be Tuesday, September 3rd, 2024 due to Labor Day.
10. Claims - the claims were approved unanimously.
11. Licenses
a. Consideration of “Class C” Wine License application for Hive & Hollow, LLC, located at 222 Main Street – discussion and possible action. Staff saw no reason not to approve the license. The license was approved by voice vote.
b. Consideration of “Class A” Liquor, License application for NIL9 Menomonie Enterprises, LLC, located at 1408 9th Street - (Dick’s Fresh Market) – discussion and possible action.
c. Consideration of Class “A” Beer License application for NIL9 Menomonie Enterprises, LLC, located at 1408 9th Street E. (Dick’s Fresh Market) – discussion and possible action. The two new license applications are because Dick's Fresh Market is changing ownership - otherwise there are no changes. Both of the applications were approved by voice vote.
d. Normal license list – discussion and possible action. - The normal license list was approved.
