4. New Business
a. Police Department Space Needs Study Presentation – discussion only (no action).

A presentation was presented on doing a space needs study for the police department. A group was selected to do this study. The presentation is in the video that will be attached and the study report is attached in the city council packet. The study group toured the facility and spoke to many of the employees. The purpose is to discover not only what the current needs are, but to prepare for the future. The property across the street from the current city/county facility is a possibility for expansion. The current facility is undersized and has some issues with security.

The different possible master plans for expansion are documented in the meeting packet.


b. Proposed Ordinance 2025-02, Amending Title 6, Chapter 4, Section 11 of the City Code to
allow On-Street Day Permit Parking in certain areas – discussion, possible introduction,
possible waiver of 1st Reading, possible waiver of 2nd Reading and possible adoption.

This has been proposed as a way to make it easier to park in the city for longer periods of time. There is also a shortage of overnight parking. Many of the metered spots are under-utilized. Some people have been going out multiple times during the day to plug the meters. The ordinance would allow day parking at metered spots for people who have day permits.

There is a map of the proposed day parking areas in the meeting packet.

The first and second readings were waived. The ordinance was passed by voice vote. 


c. Proposed Ordinance 2025-03, Amending Title 1, Chapter 9, Section 1A of the City Code to
extend the deadline for submitting the annual Budget to Council to October 31 of each year –
discussion, possible introduction, possible waiver of 1st Reading, possible waiver of 2nd Reading
and possible adoption.

This is useful because it moves the proposed budget back to allow the city to have a better understanding of state funding before committing to a budget.

The first and second readings were waived and the ordinance passed. 


d. Proposed appointment of Zaria Whitacre as the Communications Specialist – discussion and
possible action.

She is currently the communications specialist for Landmark Conservancy. 

Her appointment was approved by voice vote.
5. Budget Transfers There were no budget transfers.


6. Mayor’s Report

There will be an activity at Wolske Bay on Saturday. It will include all day skating, hot chocolate, and the end of the season.


7. Communications and Miscellaneous Business

Work is happening on the capital improvement plan.

There is an upcoming primary election.


8. Claims

The claims list was approved unanimously


9. Licenses
a. Application for Combination Class “B” Beer and “Class B” Liquor License from B California
Nunez, LLC (334 Main Street) – discussion and possible action.

This is for Burrito California - it is changing ownership within the family and will be renamed to B California. 

Passed by voice vote.


b. Normal license list – discussion and possible action.

The license list was approved unanimously.
